A kilowatt-hour has no weight you can put on a scale. A ceramics plant weighs tens of thousands of tonnes. Sometimes it is the former that moves the latter away.
In August 2026 Italian inflation rose to 3.3%. In the same period, Italy’s second-quarter economy grew only 0.2% quarter-on-quarter. 3.3 is climbing. 0.2 barely moves. Between those two numbers sit Italy’s factories.

Italian industry and energy: plants still run; costs reshape decisions
At 3 a.m., the kilns in Sassuolo are still burning. Metalworking lines in Brescia are still running. Glass furnaces in Veneto cannot be switched off; machine tools in Lombardy are still cutting parts; packaging machinery in Emilia-Romagna is finishing export orders.
From the air these lit factories are not spectacular. They are not Milan’s cathedral or the Colosseum. Tourists do not come for a production line; postcards do not show industrial parks. Yet much of Italy’s real wealth is produced in places without tourists.
One machine. A family firm of a few dozen people. A town hard to find on the map. Fathers pass skill to sons; master craftsmen teach apprentices. A company may make only one kind of valve, bearing, tool, or a machine the world needs in only a few hundred plants. Each is small. Together they are Italian manufacturing.
More and more of them must now answer, before switching on each day, a question they did not used to ask: Is production still profitable today?
Industrial shift starts when investment stops
The most dangerous part of an energy crisis is not a sudden spike in power bills. It is that it slowly changes a country’s decisions. A plant does not close on the first high bill. It postpones new equipment, cancels a new line, stops adding night shifts, stops hiring young people, pushes R&D from next year to the year after.
Owners tell workers it is temporary. Banks tell firms to wait for the market to settle. Governments announce another subsidy round. News says the worst is passing. A few years later the company’s new plant appears in the US, Turkey, North Africa or Asia. The old Italian plant is still there—office, brand and all. Only the next generation of production capacity is gone.
Key: Real industrial transfer rarely begins with closing a plant. It begins when investment stops. Closure is the last act.
Seventy years ago: energy made Italy an industrial power
In 1952 the gas pipeline linking Cortemaggiore to Turin entered service. The next year ENI was founded. Italy was still climbing out of war. It had little coal, no large oil reserves, no American-scale resources, no British or French global energy system. What it had was people determined to stand the country up again.
Enrico Mattei understood that whether a factory could be built depended not only on entrepreneurial courage but on whether energy could reach the machines reliably. Gas from the Po plain into Turin, Milan and Genoa underpinned expansion in steel, cars, chemicals, machinery and appliances. Later generations called that period the “Italian economic miracle.”
They remember the Fiat 500, the autostrade, refrigerators and TVs entering ordinary homes, Italy moving from a poor agricultural country to an industrial power. Behind every miracle were things that do not appear in ads: pipelines, grids, steel, ports—and energy cheap enough.
Italy did not become an industrial power and then need energy. The opposite: energy gave Italy the chance to become an industrial power. More than seventy years later that order has not changed. Italy seems to have forgotten it.
What is imported is not only gas—but other people’s risk
Today about three-quarters of Italy’s energy is still imported. That means a war outside Italy can enter a factory’s cost sheet within days. Shells fall thousands of kilometres away; the bill arrives in Sassuolo. A tanker changes route; Milan recalculates margins. A strait becomes risky; Rome talks subsidies.
After the Russia–Ukraine war Italy adjusted sources quickly. Russia shrank; Algeria, Azerbaijan, Libya and LNG rose. The addresses of imports changed. Dependence on imports did not.
That does not mean Italy should not import energy. No modern industrial country can truly close itself. The problem is that when a country relies heavily on external energy without enough long-term contracts, storage, grids and domestic clean capacity as buffers, it imports not only gas and oil—but other people’s wars, policies, risks and prices.
Mario Draghi’s competitiveness report put an unavoidable comparison on paper: European industrial power prices are roughly two to three times US levels; gas four to five times. That is not an ordinary gap. An Italian shoe can cost more than an American one; a Ferrari more than an ordinary car; Italian packaging kit can command a premium for precision and design. The electricity that makes them cannot forever cost two or three times as much. Brands can explain premiums. Machines cannot explain costs.
An unequal European energy crisis
Worse, Italian firms face not only US and Chinese competition but different conditions inside Europe. France has large nuclear capacity; the Nordics hydro and wind; Germany deeper fiscal room to subsidise industry in a crisis. The EU says everyone is in one market. One market does not mean the same starting line.
A large German group can build its own energy system, hedge on markets, negotiate special packages with government. An eighty-person Italian family firm cannot. It opens the bill and pays. The European energy crisis, for Italy, is a highly unequal one. Big states absorb shocks with budgets; big firms manage risk with finance. Those left exposed to price are the SMEs that most represent Italian manufacturing—and have the least bargaining power.
Send Sicily’s noon sun into Lombardy’s 3 a.m. line
Many treat energy as binary choices: gas or full renewables; nuclear or anti-nuclear; environment or industry. Those debates have run for years. Factories do not have that time.
Even if nuclear returns as a long-term Italian option, discussion, law, siting and real generation take many years. Solar and wind costs are falling, but the sun does not rise on a shift schedule and the wind does not blow when an order lands. Gas stabilises the system but keeps Italy exposed to international prices and geopolitics.
The real issue was never choosing one energy and eliminating the rest. It is who organises different sources into a reliable system. In 2025 Italy added more than 7 GW of renewables. Under the national energy and climate plan, capacity is targeted at 131 GW by 2030. The numbers are large. A power system does not transform itself because numbers are large.
New solar and wind are concentrated in the south and the islands. The densest manufacturing is in the north. Sicily has sun at midday; Lombardy has machines at night. Moving the former to the latter is not solved by the phrase “green transition.” It needs grids, storage, inter-regional transmission, faster permitting, and local, national and corporate actors on one timetable.

Subsidies only move the bill onto public debt
Italy has another problem. It is solving the energy crisis in the most expensive way: using public money to pay part of firms’ bills. Subsidies are necessary when prices spike—governments cannot watch plants fail and households break. But subsidies do not make energy cheaper. They move the power bill from company accounts onto national debt. What firms save today, the state must repay later.
Italy already carries heavy public debt. If every international price spike requires fiscal rescue, energy risk becomes debt risk. First crisis: subsidise households. Second: subsidise plants. Third: how much money does the government still have? If the answer is only more subsidies, Italy has not solved the energy problem. It has only delayed the real bill.
Regain the ability to decide energy prices and industrial future
A deeper tension is that Europe asks industry to carry a transition without first preparing the conditions to complete it. Firms are told to cut emissions, replace equipment, use clean energy, file more data, bear carbon costs. The goals are not wrong. The problem is that an Italian firm must first spend on new kit, then run production on more expensive energy, then compete with products from regions where energy is cheaper. It is told to run faster while carrying more weight.
If Europe’s decarbonisation policy does not deliver lower, more stable energy prices, green transition can produce an absurd result: European emissions fall and European factories disappear. Goods are imported; emissions simply move from Europe’s tables to another continent. Air has no borders. Unemployment does.
So what Italy must fight for is not only more energy, but the ability again to shape energy prices and industrial fate. That requires a national outlook that has been missing for a long time—not the state running factories, not a closed economy, but treating energy as inseparable from industrial policy, diplomacy, ports, southern development, research and European negotiation.
The south cannot remain only a recipient of subsidies. It can be a major European hub for new energy, storage and Mediterranean entry. The north cannot only be told to keep exporting. It needs long-term energy prices that can compete with the US, China and the rest of Europe. The grid is not only wires. It is the channel that turns southern resources into northern industry and geography into national wealth.
If Italy can do that, energy transition is no longer only cost. It becomes new north–south links, infrastructure investment, equipment manufacturing, jobs and export capacity. Italian firms can use green energy—and also make the cables, transformers, turbines, pumps, storage, controls and precision machines the transition needs. Italy does not lack the ability to join the next industrial revolution. It lacks the will to organise that ability.
Industry is an ecosystem
Seventy years ago Mattei faced an Italy without energy, capital or a complete industrial system. At least he knew what he had to solve. Today’s Italy is far richer, more technical, more mature in firms and infrastructure. It has Europe’s second-largest manufacturing system and industrial clusters the world cannot easily copy. The problem is not having nothing. It is having much—and not seeing what is being lost.
After a plant closes, machines can be bought again, buildings rebuilt, brands sold to new capital. Supply chains, craft habits and trust built over decades rarely return. A young person who leaves a small town may not come back. An apprentice who never enters a factory may mean a craft loses a generation. When a cluster loses a few key firms, the rest begin to leave too.
Industry is not a building. It is an ecosystem. When an ecosystem dies, there is no single crash—only lights going out one by one.
At 3 a.m. many Italian factories are still lit. Someone checks temperature; someone changes a tool; someone puts a new part under a gauge. They are not debating marginal pricing in European power markets or reading the Draghi report at work. They know this batch must ship tomorrow. That is what Italy still has—not nostalgia, not slogans, but industrial capacity that is still running.
A kilowatt-hour has no nationality. But when a kilowatt-hour decides which plant stays and which leaves, it decides which country keeps the jobs, which generation keeps the skill, and where wealth ultimately flows. Energy was never only energy. It is a country’s ability to keep its future in its own hands.
Seventy years ago Italy used energy to create an industrial miracle. Seventy years later it faces the same question again:
Can a country that cannot decide its energy fate still decide its industrial fate?
The answer is not written yet. But the time left to Italy is already being metered on the electricity bill.

Francia nucleare, Nord Europa idro e vento, Germania più spazio fiscale. Stesso mercato, piste diverse. Le PMI familiari aprono solo la bolletta. Esposte al prezzo sono proprio le imprese che rappresentano il made in Italy e hanno meno potere contrattuale.

Il sud può essere hub di nuove energie e ingresso mediterraneo; il nord ha bisogno di prezzi competitivi a lungo termine. L’Italia non manca di capacità per la prossima rivoluzione industriale. Manca la volontà di organizzarla.
L’industria è un ecosistema. Quando muore non c’è un bang: solo luci che si spengono una a una. Alle tre di notte molte fabbriche sono ancora accese. Un kWh non ha nazionalità; ma quando decide quale impianto resta, decide dove restano lavoro, mestiere e ricchezza.

L’Italie ne manque pas de capacité pour la prochaine révolution industrielle. Elle manque de la volonté de l’organiser.
L’industrie est un écosystème. Quand il meurt, il n’y a pas de bang : seulement des lumières qui s’éteignent une à une. Un kWh n’a pas de nationalité ; mais quand il décide quelle usine reste, il décide où restent l’emploi, le métier et la richesse.
Un pays qui ne décide pas son destin énergétique peut-il encore décider son destin industriel ?
